I still don't think it was right of him to say "I don't have any cash." Something like "I really appreciate it, this is all of my bill money, I really would have been screwed without it. Sorry I dont have any extra" would have been a lot more understandable. I'd be pissed if someone said "I don't have cash" when I knew they did, if they dont want to give me any that's fine, just say "thanks, I appreciate it" and leave it at that. I wouldn't be mad at that at all. I'm broke, I get not having money to hand out for something like that, and simply knowing I helped him would be enough for me.

Heh. Should've helped yourself to the cash, but left him with his IDs and cards and whatnot.
the money he had in his wallet he could have been saving for something important, like present for his wife or kids, or to pay rent.

You shouldn't really expect him to give you his money just because you returned his wallet.
Its not that they were expecting a reward its that his cheep ass blatantly lied.
