Aren't they supposed to call and give you a warning before they actually do shut it off?
I would think so...I work at a Water District and we give a 2 week warning and then a 1 week warning...and even then we're very willing to work with people and do payment arrangements. No notice at all seems really unfair.
19-- so what happens of people do not pay their utilities? Do they just leave the water on, but turn the pressure to just a trickle?

I know when I had a similar issue due to my local government and we paid the bill, by law they have to allow a trickle to at least eventually flush the toilets. Formal complaint even with proof that we paid the bill early and on time they said wait 2-3days, head office said the same thing, a call to the health dept got them into deep shit, good luck OP(no pun intended) and they were ordered to fix the issue straight away
