Ever see the movie “Full Metal Jacket”? When one member of the group of recruits kept screwing up, the sergeant punished the whole group and then the entire group beat up the offender. That led to several things, one was that the difficult recruit gained an incentive to stop screwing up. This is the mindset of your boss. It’s not unusual in the military - collective punishment of the entire group leads to pressure on the group to fix their problem. I suggest you and others talk to the lame-ass who’s causing the problem and explaining that while there are limits on what a manager can do, his co-workers can find other ways to “encourage” the offender to stop the crap.
