Put a note on the door that says that whatever bs philosophy they believe in is disturbing all the neighbors and Tell them to tell their baby to shut the hell up
I suggest that you teach them something new and tell them to see what it wants in order to get it to shut up
If it's any consolation, I have upstairs neighbors who have a 5 year old and a preteen with special needs whom the parents leave home alone all hours of the day/night. The special needs kid watches the 5 year old and neither of them are enrolled in school. All day and all night they run laps around the entire apartment, stomping, and I can hear the 5 year old screaming as the preteen taunts him. I put a note on their door and they called the police on me and said they were in fear for their lives because I threatened to call the cops if they didn't quiet down. The cops told me that they are allowed to make noise and I am not to threaten them with the cops or I will be fined. Since then they've only gotten worse...
While the let them cry it out method does work in some cases, 4 months seems too young. I'd file a noise complaint.

It's not his responsibility to learn to sleep through someone else's baby constantly crying he's not responsible for anyone else's kid nor should anyone's baby be disturbing him in his own home.
