That just plain sucks. Maybe if enough people complain to HR, something can be done about his tardiness and verbal abuse. Cite numerous instances of a hostile work environment and if you [and hopefully some coworkers] complain loudly and often enough, something may well be done. Remember, "the squeaky wheel gets the grease". If you get fired, you can sue for wrongful termination. If he gets fired, pray for a better boss.
I would have his Latte daily as promised. Extra spit with a side of mucus. If he keeps it up, I am sure I can think of other things to bring for him to eat & drink too.
Get him the latte. Have everyone in the office spit in it. Then give it to him.
