First of all, I would send him a request to see a legally binding contract where you agreed to pay him back any expenses related to raising you. Second, I would mention that it is a parent's legal obligation to provide for their children, thus if he wishes to bill anyone, his bill is misplaced and should be sent to the government, as they are the ones that required that he provide the support. Third, I would mention that your father willingly agreed to provide this support, without any conditions, by failing to properly use birth control or, alternatively, put you up for adoption. Finally, I would state that if he insists on perusing this frivolous claim, you will be more than happy to present a counter-claim to him for the costs of therapy required to compensate for his substandard parenting skills, alcoholism and general incompetence at child rearing. Of course, with Therapy costs running at several hundreds of dollars per hour (after all, any insurance you may have should not be expected to pick up any of the tab), it would probably take about 1-2 years of Therapy to completely wipe away that child-rearing bill.
