OP, tell your neighbors to have the router(s) to stop allowing TCP and UDP transmissions when the kids need to be in bed/no Internet access. That will should fix the issue and allow the parents to use network tools like NAS units and networked printers.
In the States scrambling any radio signal like that is illegal. It may be as well in Canada. This is exactly why its illegal. Its difficult to control how it affects those in the adjacent areas. Check the law and have a conversation with the neighbor. The simple solution may be to turn down the gain on the scrambler.
