Most people have suggested talking to them first and then if nothing happens to contact the police. Also, how is contacting police or the fcc passive agressive? Seems pretty up front and direct to me. Passive agressive would be whining to them about it and then reminding them at every meeting/passing about it.
Well it still should not be right to block someones wifi, for all you know she pays for everything herself too. If you buy something and then are unable to use it that's pretty crappy
I feel so sorry for you, OP. Some parents are missing a few brain cells, and these happen to be making life difficult for you, too. If it were me, I would knock on their door and complain immediately. I don't care what time they put it up. If they don't stop it, do what others suggest and call the police. Hope it gets situated.
Lots of advice here to talk to your neighbors first. I disagree. That's step TWO. Step ONE is to make sure you're not unintentionally connecting to the internet through their wireless router instead of your own. Of course, if don't have internet service of your own and you're connecting through theirs on purpose, you really don't have anything to complain about.
Pretty sure those scramblers are based on range, and not on router.

I know how you feel, OP. I live next to the Russian Embassy and those tricky tricksters use cell phone scramblers and ruin my ability to read FML's on my phone!! Oh the humanity.
Well technically they are doing something illegal by using a device that interferes in your home, I suggest telling them it's causing you issues and if not taken notice of, take them to court and sue their ass for every penny they have
