If you're talking about a jammer, OP, they are illegal in Canada. If they won't stop using it, you could report the interference to your communications regulator. However, all they need to do is turn off their wifi at night and not give him the kind of access that he can turn it back on. Or if they need the wifi they could change the network password at night.

During the day, download the loudest death metal/dubstep to itunes. At night, put the volume full blast and refuse to turn it off until they turn off their signal scrammer.

Your neighbours are ******* idiots. Either password lock the comp itself or adjust the router settings to block internet access either across the board or for specific mac addresses. You can have them charged if they dont turn it off.
