"I'm not ready for a relationship" almost always translates into "I am not ready for a relationship WITH YOU", regardless of who it's coming from. It's a gentle way of saying, "This thing between isn't working/I don't see us having a future." Don't think too deeply on it and keep looking.
So, just move on and find someone who wants to be in a relationship with you. I'm assuming you two weren't official; in which case, he's free to date whoever he likes. He's also free to express his disinterest in pursuing a relationship with you if he feels there's no compatibility. You aren't entitled to a relationship with the guy just because you had sex and a couple dates with him.

It could be that he meant it but then he just clicked with someone and it happened.
Not to defend him, but you chose to sleep with him despite knowing that he didn't want a relationship with you. He wants one with her, and that's just how it is. It sucks and it stings but he never lied to you-- he didn't want one with you. If he didn't promise to be with you later, and you weren't exclusive, he can see whoever he chooses.
