If they are caught doing something wrong they get prosecuted too. How do you tell a rapist or terrorist from anyone else unless they are caught in the act?

I remember I got pulled over once (he thought I was drunk but I was completely sober). Anyway, I sat in my car, which was off, and called my brother. The cop, who's car was behind me with his lights on, scolded me for calling my brother "unsafely." He didn't give me a ticket for it though. I feel as though some of the laws regarding exactly what to do when pulled over for a phone call are not clear.

I thought 4-way flashers (hazard lights) only had to be used if something was wrong with the car and if you were just pulling over using your blinker was fine?

#43 yeah that's true. It's one of those things if you see the sign you can speed up to that limit just like you can go 5 over the speed limit and that's acceptable, except if a cop really feels like being a dick. At any rate, I did go back to the location and took footage of my exact route and the judge dismissed it.

Now with the down votes I really feel like I need to explain the full story. I was entering onto a freeway, the on ramp had no visible speed limits posted and the only one I saw was the one the cop was sitting behind, 55mph, so I sped up to 55 as that's how you merge into traffic. However there was road construction next to the on ramp and the speed limit had been reduced to 45. He assumed I came from the road construction since he didn't have a clear view of that location. I only discovered all that after I went back to get the footage I needed.
