I've had to petition independence before for financial aid and tuition. Generally, if you go to your financial aid office, they should tell you the steps to eliminate your state of dependency. It does take time and paperwork though.
Explain the situation to the financial aid office. In the unlikely (but possible) even that the person you talk to doesn't seem to care, talk to someone else. The people that work there are normal people, they're not psychopaths. They'll work with you, maybe even flat out break a rule or two. Give them a chance to prove they're not faceless bureaucrats.
