are there really places like that, ones that make you give the money back even though you know 100% that the customer/s is/are "messing" with you? when I worked in the restaurant part of my job we were allowed to essentially tell people to **** off if they tried to pull bullshit like that. I've kicked quite a few people out for that.

This confuses me... The person paid for the sandwich when given... But then comes back said he never got his? And I can't see the cook being the server as well... So not a restaurant... So idk what kind of establishment this is

Normally, I would say that he's a dick, and he quite possibly is, but it's also important to think of the possibility that he might be in a really bad situation financially. At least it's no skin off of OP's nose.

I had someone try that to me before and when they threatened to call the cops I told him I'll pull the tape the security camera and prove that we gave it to him. My manager got involved and banned him from ever coming back.

This seriously pisses me off. WHY did you or your manager cater to this little prick? All it does is reinforce the sense of entitlement jerks have in customer service settings. We had one dude at our Hardware store return a car tire, and WE DON'T EVEN SELL CAR TIRES. Instead of telling the guy to bugger off, my manager RETURNED IT ANYWAY BECAUSE HE DIDN'T "WANT TO LOSE A CUSTOMER'S BUSINESS!" HE'S NOT GIVING ANY BUSINESS IF HE'S DOING THAT! AGH!
