Today, after about a month of trying to make peace with it, putting up with constant whining, and being aggressively barked at like a rabbit on acid every time I'd go in the living room, my sister STILL refuses to do anything about her small dogs behavior, because, "He's just a dog!" FML

Punt! But seriously, if your sister won't do anything, you're going to have to discipline it yourself. And if she objects tell her that badly trained aggressive dogs get killed by the city, and she's the only one who can prevent that from happening.

Carry a bag of dog treats with you and give the dog a few (one at a time) every time you enter the room. It's a real pain in the ass, and it will take weeks, possibly even a few months, but it WORKS. Little dogs bark like this because they are frightened. They bark wildly hoping it will frighten you and you will leave. The dog treats will slowly convince the dog you are not only a good person, but a great person, and he will look forward to seeing his new "friend". Trust me, this works. I've done it with my sister's dog. He now gets excited to see me, but in a good way. And if this is how your sister treats her dog, not training it or understanding it, she shouldn't have one. Shame on her!

sounds like it's time for that dog to "run away." more humane than just "accidentally" leaving some chocolate out

I know I'm an animal person, but honestly it wouldn't be that hard for you to train the dog yourself. As someone else said small dogs bark a lot usually because they are insecure and lack confidence. Train the dog to like and trust you with treats and compassion and move to basic training like sit and lay down then you can work on interrupting the barking and rewarding the quiet.
