No, cars always get stolen on a fixed roster system so that everyone knows when theirs will be stolen and can have alternate transport ready.....

Cars are worth money. People like having money. Some people don't like working at a job to make money. You can take someone's car and get money for it. Car theft is a logical enterprise. Of course, it is totally unacceptable in a civilized society which is why it is a crime and people caught doing it go to jail. I hope that straightens out things for you.
