Insurance should be a cost-based decision; Is it cheaper to pay insurance costs monthly, or to pay out-of-pocket when I'm in an accident (ignoring, for the moment, whether or not insurance is mandatory, which makes the decision for you). If you can't afford either, then you shouldn't be driving.
