Seems perfectly reasonable to me. Impulsive and reckless activity or decisions is a marked symptom of certain types of ADHD (there are 6 different types btw.) and ADHD can often coexist with other mental illnesses which are often undiagnosed or overlooked. Cheating has been documented in several cases of adult ADHD. That doesn't excuse her behaviour, but it isn't something that she just plucked out of the air either.
