No it doesn't, wtf. Legally, it's soliciting and considered more or less a form of prostitution. Even though it's free, but the whole offering services in the street using your body and all... *shrugs* Sure, that law sucks, but still, it's the law. :(

If I were to guess, we're seeing a "tweaked" story, if it's true at all. Most likely, it wasn't the "free hugs" but carrying any sign without a permit. There are places that's required for any public demonstration.

Me and my friends went to the mall, and made some "free hugs" signs. Everyone loved it! Except the security guard. He said we were "Soliciting", which is BULLSHIT because soliciting involves money.
