Actually this is a real thing I know at a convention in Baltimore people used to have the signs all the time and are now banned because they're considered a form of solicitation and therefor are illegal, if you have a shirt that says it then it's just "a funny shirt" and they can't do anything about it.
When I was at Anime North last year, walking down the street you'd see about 100 people with free hug signs. It was awesome!
So was I! You can get in trouble for having a sign saying "free hugs." Strangely enough, we were allowed to have signs that said "Can I have a hug?" But no, "free" implies price, which is soliciting. In case you're wondering, I was one of those people with the hug signs! ^^ But because someone we met there got in trouble for a free hug sign, we stuck with can I have a hug signs.

OP - I hope they just told you that you COULD get arrested and gave you a chance to remove the sign and leave. If you were just standing there in a public place (not like on a playground like other people pointed out), it shouldn't have been a problem. In fact, the only problem I can think of would be loitering and in that case they just ask people to leave first. Did a manager of a store (or wherever you were) tell you to leave and you ignored them first? That might work against you. To the people who told OP they were creepy: all you have to do is NOT REQUEST A HUG. It's not creepy, it's not weird. You have an option and no one is assaulting you. Sorry, but you guys seem like the type that would complain about band boosters standing outside stores collecting money for their trip to Disneyland. What's the matter with you?
