I typically see a lot of these at anime conventions. Usually the ones holding up signs like these are geeky creeper guys looking to cop a feel and fat, heinous, pimply-faced girls with glasses. Obviously you are NOT hot.

Except it's free So it's not really offering sexual favours for money, you know, like your mother when the rent's due. It's offering sexual favours for free. "free hugs" implies a price. No, no it does not.

It implies a (one-way) trade. Like the super-tame version of "Free sex." I don't agree with the law, but it in a way makes sense.
