Might because nowadays CD is seldom used, the producer remove it to lower cost, still, they have to keep the space for those who are sure they need this module. I think they would have declared in the user manual, or that will be cheating
It could also be the op asked for a second HDD. Most laptops will use the CD/DVD slot for a HDD rack.

If they actually made it look like it has a CD player, you got scammed. Far more likely is however that it isn't meant to look like a CD player, it's just a protective thing you could remove to put in a player yourself, and the OP just assumed it was a player there and didn't actually read the specifications before purchase.
