If you used to have a car and sold it to someone and the title/license plate was never registered under the new owner's name, you are the one who gets cited for the ticket. Also, if you have a very common name, they could have pulled up your record by mistake while searching for the other driver. It's very easy to mis-click when there's 30 people named "Jane Smith." Granted, the person should have double checked before they sent out the ticket, but that's irrelevant at this point since you now have it. Call the court or DMV or whoever it is you need to call, and explain your situation. Be polite, chances are they aren't the ones who personally screwed you, and they probably get yelled at for no reason all day anyway. If they are unwilling to help you, ask to speak to a manager or ask who CAN help you. Do not yell at them, you'll get nowhere. If you sold a car and didn't make sure the title and license was transferred, then it's really your fault for not following through. If it's just an address/common name mistake, then it should be easily taken care of.
