17, Next time before being rude to someone you should check your facts. Most countries in the world don't use a drivers permit. Where I live you just make an apointment with a driving instructor and you can learn to drive. I don't agree with what 14 said but he was right. I just love how all of you called him stupid while he was right.

104, He was still wrong, driving without a license is driving illegally, sitting a test or learning to drive are both legal forms of driving even without a license. Also OP was from Virginia in the United states, where a learner's permit is needed. I can't say I know many nations that don't need a permit of some sort, in fact nearly all I know do. Please don't quote some backwards and off track countries, I'm talking major nations with a decent road system.

@ 115 I never said that i agreed with his comment. I also never mentioned the OP in my comment, because it was irrelevant. I was just talking about 17's comment and the others about need a learners permit to take driving lessons. You do realise that most countries in Europe don't need a drivers permit right? I wouldn't call those countries backwards and off track countries. the countries that use learners permits are: Canada,Hong Kong, Jamaica, New Zealand, Norway, South Africa, Sweden, United Kingdom and the United States. I might have missed a few but as you can see most coutries don't use a learners permit.
