I never heard about teachers pre-checking essays, unless it's a thesis. Is that an American thing?
So you're saying you can't ever get feedback on an assignment before you turn it in? Typically they won't read the entire thing (though some will, depends on the school/professor), especially not in depth, but most are available at the very least if you'd like some advice on your paper. Do teachers where you're from not bother to help the students at all? They're not there to just lecture endlessly and grade; they're there as guidance, as well.
What a jerk! Don't believe anything he says ever! And ask him why he said it was well-written when you asked for his input!!!
He probably didn't even read it the first time. Either way he is a bad teacher.
Does he have any reason to dislike you? My brother has an English teacher like that. He can't do anything to please her. I proofread his research paper and made him revise it over and over until it was something I would feel comfortable turning in (I'm an English minor in a university, he's a high school student)and she gave him a D on it. I took the paper to my hardest professor, and he told me the paper should have been worth a high B. I went up to that school with my professor's email in hand and didn't leave until she changed the grade. Maybe you need a second opinion too.

It may be well-written but that doesn't mean it's well thought out or interesting as far as concept and execution are concerned. It's kind of a dick move that he didn't tell you about any problems the first time, but if he was just looking it over, he may have only been focusing on the writing itself, not the content.
I don't know what it's called but was it graded when compared to the others in the class? If they did a really good job then your essay might not have been so good in comparison whereas it's a great essay on its own? I don't know. It really sucks OP. I'm sorry.
