If he didn't provide the service then he cannot charge you for it As for the damage report him and take him to small claims

*squint* And you paid it, despite him giving you shitty service and incurring you repair costs because...? He legally can't charge you for a service he didn't provide, and punching out a window isn't even in the same country as lock picking, let alone the same thing. I suggest talking to the business owner- assuming he isn't the business owner- and asking them if that's their usual standard of service. If he is the owner, you could try contesting it in small claims court, or just outright telling him that unless he makes amends, you're going to spread word about what he considers "good service" everywhere you can. The second option could be faster, but is also of dubious legality.
“Today, it was my first day as the cog in a grand money laundering scheme. I was to be paid for ‘fixing’ a broken lock. Not only did the key I was given break the handle, but my fellow stooge was insistent that they actually be able to get into the car. To top it all off, they acted shocked that I would charge so much even though it isn’t their own personal money. Pffft, method actors! FML”
