sounds kinda like some neighbors I had above me and my husband's place. It sounded like hippos coming through the ceiling, and they had 2 young boys, one who had just discovered running, and the other crawling...at 100 mph...and they have domestic violence issues, so we could hear the screaming all the time...and the kids wailing and bawling. yucky

You poor wo/man (not sure of your gender, haha). I know how it feels to not get enough sleep cuz of a constant or reoccurring noise. Most irritating thing ever!!

Well there are a million ways to silence them forever. That's the problem with more civilized countries: you people just can't handle it :)) A few ideas: shit on their front door's handle or on the foot rug. Flood them with water from kitchen/bathroom (only if you can avoid ruining your own house - I sure can do that at my place). A siringe of thiol or mercaptane shot under their door. It is the compound used to odorize natural gas for leakage detection, and in a concentrated form it bloody stinks like garlic or something. I heard it is easy to collect from an used gas canister (maybe it deposits on the bottom, I dunno). You can leave your soundsystem blasting opera or violin concerts, for the whole day, when you're at work (one of my colleagues did this). If the building's apartment fuses are easy to get to, just steal away his fuse, he'll have to pay an electrician + pay for a new fuse. Or even better, just open them and burn the wire inside, it will look like the fuse just blew up and nobody will know why (plenty on electrician interventions again). Stick a dead bird on their window or door with superglue or something. etc. etc. etc.

I could always invest in a stereo system and counter attack with Justin Bieber and Rebecca Black.
