Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

You're kind of a douche. Sorry, but honestly, the people who had to count out your payment likely have absolutely nothing to do with you being cited for your parking ticket. So what are you trying to prove? That being said, the fact that they can cite you for it is bullshit. Just because you SHOULDN'T do something doesn't mean it should be illegal.

Technically it's a valid currency, if they refuse it you have a valid reason not to pay them.

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
