Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

I would have viewed you paying in pennies as childish and harassing, too.
Um.. You parked somewhere that got you a ticket, so then you decided to get revenge on the poor bank teller, who neither issued the ticket nor parked your car.. Then got fined. Sounds like karmic justice to me.
You wouldn't have gotten a parking ticket in the first place unless you parked illegally. Then you get mad at THEM for enforcing parking regulations that YOU chose to ignore.Then you try to punish them for your own stupidity? I think someone needs to grow up.
If they where rolled they have to accept it if there not they can decline to accept so next time roll them it's not as bad bc you can ask the bank to do it and just give them to the people you where trying to give in the first place oh don't forget to slice them so after a couple of mine it breaks
I don't get why people say **** the police sure they can be mean on some stuff but that's because there doing there job without police or anyone to enforce a law there would be a lot of us dead right now

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
