You can appeal to a court about the ticket. It can normally go through if it's feasible and not a major ticket.
This is why so many of us distrust cops. They are jerks who aren't out to protect and serve but instead to make a quick buck for the city/county/state that doesn't want to charge enough money to actually pay for stuff. When the majority of your interactions with law enforcement are arbitrary or vindictive, you aren't going to trust them as much when you really need a cop or when one really needs you.
You can't generalize all cops like that. Sure some are corrupt, but there are also honest genuine police officers out there.
Depending the cost of the fine, it might be worth fighting it and having the time stamp on the proof of purchasing the time for your parking spot, it should be thrown out. Me personally, I would fight it because if a certain officer is doing that on purpose, it could get them in trouble if enough people fight them and I'm all about fighting back to wrongful assholes like that!
If it weren't for the fact that I don't go to school in Virginia, I'd swear you went to my college. The officers who give tickets act like it's not just their jobs but the very reason God put them on this earth. I feel your pain.
Judging by the fact that OP said he left to go pay, I presume it wasn't a meter, since those are typically right next to where you park... Which means it was a private parking lot, on which the cop's NOT allowed to ticket you. Fight it.
Many places nowadays have metered spots that are pay-at-kiosk, with the kiosk located somewhere near the parking spots or in the lot--yes, including public lots. You pay with cash or credit/debit card at the kiosk, then either a) get a printed ticket and return to your spot to place it on your dashboard or b) enter your license plate/parking spot number at the kiosk, and the cop/meter maid can check the plate/spot number on a machine to see if parking time has been paid. It's convenient not to have to keep a stash of quarters, but the credit/debit system can be very slow.

I'm pretty sure you can get an appeal under your circumstance. My friend had a similar situation and was able to get away without paying the ticket.
That is a quick ticket officer. I wonder if they were just waiting for you to leave your car before they ambushed you with a ticket.
