If you took a picture of your car in the spot and a picture showing where the nearest sign was, you may be able to argue it. But, if you've already moved your car, it's too late.
Well assuming that your story is true then FYL but at least be happy to be in a state where they actually enforce the parking laws. I deliver product to stores and very often my ramp to get to the store is blocked by illegal parkers. A major inconvenience when moving hundreds of pounds of product and you have to lift it up the curb.
Man i hate those stupid parking enforcement people. they are the lowest of low in my opinion. ugh hate 'em. they should go get a real job that doesn't involve screwing people over
For what it's worth, the same happened to me. In my case, the signs were not visible and there was no painted curb. I took it to court (with pictures) and the judge told me that a blue parking meter means it's a handicapped space. My boss and wife have handicap tags and they didn't know this little factoid either. BTW, the judge dropped it from 100 dollars to 50. Hope this makes you feel better.
yea, i did the same thing at my dorms, cuz my charger wont drive well over snow, and only the handicapped spaces were uncovered, but not enough to see the lines... dont u just LOVE michigan???

Take good pictures and challenge the ticket.
I would challenge the ticket ther etoo. There are often close parking spots that are non-handicap. For example, maybe the first "row" of cars holds four handicap spots and the fifth one was for the general public. Not knowing that because of the snow was not your fault, you made a reasonable assumption That, and if a person who had a disability had to park on snow like that, they could have fallen on their ass. Definitely challenge the ticket and bring up the fact they weren't keeping it safe to begin with. Good luck!
