Well then maybe you shouldn't fake sneezes. It's snot funny.
A picture like that would not be allowed in the Netherlands. Our pictures have to be super serious, no teeth can be visible (no bright smiles), ears have to be in the shot and your face has to be perfectly aligned with some lines on the screen. The resulting pictures always turn out like mugshots, but on the bright side: no sneeze pictures.
If, in the photog's mind, you were "clearly trying to be funny" then why would he think you would want to re-take it? If he thought you were being funny, then if you really were, you wouldn't be wanting a re-take.

Sounds like a funny story, but does he not understand that people's ID photos need to be recognizable?
