Today, I spent half an hour on the phone with four departments at my college due to a mistake on my tuition bill. The last guy I talked to told me to call the financial aid office and hung up before I could respond. That was the first office I called. FML

At my uni when I went to see them in person they litterally had me walk from office to office instead of just helping me. Same thing if I called they just kept telling em to call another department. Emails worked bc I cc'd all those *******

I prefer to do things over email so you have evidence to back it up and you can quick and easily give them the things they ask for. Perhaps go to the college in person and sort this out? make sure you get the names of people you are speaking to also
