I'm glad to see that so many people have used the word "niggardly". I would have to say this teacher is a true ****** by definition: a person who lacks intelligence.
You should complain to your school's senior management. Also, titillate can be used sexually. So that one probably depends on the context (although it was still a bit extreme).
The full idiom is "the pot calling the kettle black" and dates back to a time when pots, pans, kettles, etc. actually got black from the fire. There is absolutely no racism in the phrase, implied or otherwise. Tell her to put that in her pipe and smoke it (and no, that is not a pot reference).
