That really, really stinks. I can totally understand NOT asking about it. You've probably been busy, and the letter has been in the back of your mind. I hope you called them anyway and explained -- a month isn't long in College Administration Land. And as much as "you are a college-age kid and should have taken matters into your own hands," your dad is a full-fledged ADULT, AND your parent on top of it. He should have been happy for you and shared the news immediately.
Contact the college and explain what happened. Also have a nice chat with your father.

At this point, you show him the letter, tell him how much this has cost you and how much it's going to cost him.
I would take a few thousand bucks out of my Dad's bank account and when he find out show him a letter your write telling him you were going to take the money! That is so ****** up! Get out of the house! The State in fact!
