Today, I watched one of my neighbor's trees fall into the electrical lines outside my house. This was after he took a chainsaw to the tree. He refuses to cover the damages. FML

Take legal action or call the police, its damage of personal property and clearly you have the evidence in a form of a giant tree.

Yes. The city utility people will check the tree, notice that it was cut down purposely and charge the person on whose property the tree belongs. That person can recoup the costs from their homeowners insurance, if they have any.

Won't the power company fix it? We had a tree fall here and they came right out, put up new line and fixed it.

They will fix it BUT they'll inspect the tree and see that it didn't fall naturally and send the party responsible the bill.

Call the electric company. They can take action against the neighbor.

The power company will bill your neighbor and he or his insurance will pay I've got lots of trees on my property so I no how insurance works anything to do with trees

You should have video taped it and sued the bastard

If the police can determine that the tree was cut down by a chain saw, then I dont think your neighbor can refuse to pay damages lol
