Today, I watched one of my neighbor's trees fall into the electrical lines outside my house. This was after he took a chainsaw to the tree. He refuses to cover the damages. FML

Take legal action or call the police, its damage of personal property and clearly you have the evidence in a form of a giant tree.

Take him to court for damages to your property, and add your legal fees. Just take pictures of the giant tree in your power lines and the hacked stump on his property. Problem solved.

He has to cover damages. I'm pretty sure it's illegal for him to improperly cut down the tree, damage you're property, then expect you to pay it.

As " shocking" as this is OP, you can always give the neighbor a nice "jolt" of your anger givin the "current" situation.

Refuse to take it on the chin and make a few phone calls. Your neighbor didn't take the necessary precautions to save the surroundings from damage, and has acted like an asshat when confronted with the fact. The city may take care of the lines, but he should have to pay for the tree removal.
