Is it a herding breed or a terrier? Herding dogs will nip your heels, and even hands when they see you running and try to herd and corral you. It is instinct. And terriers have a high prey drive and it kicked in when you ran. Especially if your dog is untrained and under socialized.

Wow, I'm lucky my dog doesn't do this and she's trained. All I can say OP is dog training. Do it before it gets worse.
