False. *I* can get a copy of your birth certificate. They're public record. I can even get it with the original seal and everything for about $15. Google that shit.
No you don't needs birth certificate! Do you have any bills in your name? Which have your address? Do you deal at a specific bank where tellers know you? They should be able to sign an affidavit. Notery of your signature! Proof of school records and school year books that have your picture with your name?

Holy crap! I got trapped in this exact same loop after my parents lost my documents. It took me over a year to finally get a social security card and id. It took my brother two years. You must find alternative documents: club memberships, yearbooks, anything you can scrape together. Good lick.
My wife is in the same situation. We got married a month and a half ago. With that she want to change her legal name, which required you going to the social security administration. The social security administration required your drivers license to be updated with your married name first. The DMV requires a birth certificate, which she lost between one of her last two moves and it take three weeks to get it back from the state once the receive you application for a copy.
This actually happened to someone that I know. It is a pain in the ass.

Excuse me if I'm wrong, but isn't a drivers license and a regular id considered to be a state license? To obtain either you'll still need the same info. Atleast in my state it's so.
