So, to answer people's comments: I'm not really going to change numbers, because I've already changed my number like 4 times for unrelated reasons, and I'm tired of changing it. I don't have a contract phone, and blocking numbers through the phone company is more hassle than it's worth, and probably wouldn't work anyway. I have no smartphone, so I can't just get an app. Not gonna take legal action against them because this is not a sue happy country. I have already told them not to call me, many many times (would be stupid not to have tried that already). After six months of two or three calls from them a day, ignoring them is not as easy as it sounds. There is no "do not call" list in my country. The most ridiculous thing is that they're trying to sell me some English courses, and I've told them I don't even need them, but of course, they just want to sell. I'll have to muster up the courage to pick up the phone and play loud and freaky **** for them in the background until they decide I'm a deranged individual who shouldn't be messed with.

Loud and freaky **** eh? this may well be the highlight of their day hehe (: 'Me' time.
I have no idea why that wasn't one of the first things you thought of, but it should be pretty easy to find something to creep them out, unless you get a horny salesman.
Why not just change your voice mail message? "Hi, I'm not at home so please leave a message but if this is a telemarketer, STOP CALLING!!!" :P
I think you need to troll them back. Talk to them in a seductive way or ask the most ridiculous things to the telemarketers.

I play with the illegal telemarketers all the time. To start, start light. Hit on the opposite gender. Blow a whistle in to the phone. Ask them to hold on for a moment and see how long it takes for them to hang up. Once you're good at those, start trying to convert them to alternative religions, sing annoying songs (I like "The song that never ends" from Lamb Chop's Play Along), pretend to be a small child, Chant "no" in varying tone and length until they hang up, mimic back everything they say.... When you're really good start pretending they've called a hotline. My personal favorites are the National Organization of Satanists looking for a virgin for a blood orgy... and a hookup hotline for registered sex offenders. I used to get 5 or 6 calls a day from "Cardholder Services." Now I only get two a week or so. I'm on the crazy list.
it shouldn't be a hassle. my sister had to block a number and she just called her phone carrier and it took maybe 5 minutes to block it
Seriously play ****! Doing really awkward or annoying things is also the only thing that gets them to stop calling here in the US too. Do not call lists don't work, blocking them doesn't always work either, but saying or doing awful things does. Cry into the phone about fake ex boyfriends if you have to do just be annoying to them and that should be enough.

Don't just play it on your phone. Send them a letter explaining that if they do not stop calling you, you will demonstrate how obnoxious their calls are by sending them awful **** in the mail. And if they continue to call you, you will send even more **** in the mail, until they stop calling!
I hate to admit I am a telemarketer (I call older people about Medicare insurance) however, when people ask me not to call, I immediately take them off the list. Doing so is simple, I just have to click "DO NOT CALL." So I know these jerks calling you are honestly being just that, jerks. If you have asked for them to quit calling, and they haven't, then by all means make the next times they call you hell, until they stop. I would deserve it if I did that to someone. 48, I'm sure if ops friends or family call and leave a voicemail, they might actually like to receive it and not just block all voicemails forever to avoid telemarketing
op you can also change the settings on your phone to automatically reject calls from numbers not in your address book.
Pick up and the moment you know it's them start yelling 'DON'T CALL ME! DON'T CALL ME! DON'T CALL ME!' over and over and over until they hang up.
You could always record the sound of a modem squealing and play it at full volume when they call, or any really annoying sound such as feedback, ect. A do not call registry would be the solution, but your country does not have one. good luck OP
1st there is a do not call registry. 2nd using Google Voice on all public services (credit cards to utilities) ensures that your cell number stays off marketer's lists. 3rd most all cell companies do not charge you to call in to hear your voicemail messages.
Did you even READ OP's comment? And most don't charge you to hear the messages? It clearly says in the FML that OP's DOES. Reading comprehension seems to escape you.
