You can't really expect a 9 year old to believe Hogwarts is real, and then on top of that to expect her take the consequence real. It's like saying "Be good, for Santa!" It'll only work for so long

It will only work for so long, and it's a blatant lie. Not only is it a fictional character that is giving out the consequence, but it's also an empty threat. The kid could continue to do bad things, and no parent is going to follow through and not buy them presents. Consequences are all about follow through. Don't say there will be a consequence if you're not willing to follow through, kids pick up on that and will learn to call your bluff.
