Does it really matter? It is disturbing either way (blood relation or not), and the OP is obviously creeped out by the situation. This is not something family members should do regardless of the nature of the relationship.

Oh wow. I kinda know where you're at. My older brother was very clingy when we saw eachother after a year of no contact. He would hug on me VERY often and do generally uncomfortable things and be up my ass whenever we were in the same room. But at least he never "hit" on me I guess you could say. Sorry OP. :(
