It's literally written permission where if one of the partners has a chance at one of the people on those lists, they can do so. It may have been a slim to none chance but it is still written permission. For OP, don't make lists like this and you won't have to even think (or worry) about the chance of your SO getting a chance at someone else while in a relationship with you. BTW, for the naysayers, I'm looking at this from a *legal* standpoint, not emotional or whether Op and SO were taking it seriously or not.
