Assuming they're calling and on FML at the same time. If that was the case, they have bigger problems, like looking at losing their job.
It's important not to be a bitch when helping someone with their bitch.

Just explain the phone lines suck at the beginning of the call or if you're desperate maybe call some of them back using a cell phone.
"Thank you for calling ____. We are currently having some issues with our phones, may I have your name and call-back number in case we are disconnected?" Then continue as normal. Disconnected? You can call them back (maybe on your cell if its allowed instead?) and you're not a bitch! Problem solved.

Explain at the start of the call that the phone lines are bad and that if it cuts out that you're not hanging up on them. They'll call back or at the very least not think you're a bitch :)
I understand how that is annoying, but at least you know that it will happen and you can tell your clients at the beginning of a call.
