You do realize that the US Postal Service has absolutely no control over another country's Postal system, right? Right?
Read OP's reply to someone else's comment. Their voting papers never even made it to Germany where they are currently living in the first place.
#19 you need to reread both the FML and OP'S response. It got delayed while in the US after being filled out and mailed out from Germany. How else would the German post office know jack shit about its whereabouts as in that it got to the US in only a few days. On that note, some else mentioned the government should go by the stamped date of when it was sent out and I do believe this is correct. So, I also think OP should be fine and their vote should count c:

Hi, OP here again, if anyone is still reading the comments on this one, here's an update: I called the County Elections Division for the county I vote in and explained the situation to them. They let me go ahead and fill out a ballot anyway and said they would deliberate whether my vote could be counted or not. I checked back afterwards and they counted it!

Could be deliberate. I'd report this if I were you. There have been previous cases of places trying to deliberately avoid postal votes because they know which way they'll go.
