Maybe if he doesn't listen when you explain why that is bad, perhaps ask a local law enforcement officer to talk to your kid. False reports are a serious thing.

My son once started screaming"Mercy, Mommy, Mercy. " while riding in a shopping cart at the grocery store. She wouldn't let him have candy. Of course everyone in the store had to check on the poor little boy being abused.
