Update! I talked to my boss about it and he agreed that it seemed odd that I'd do something like that, but said that he had placed the punishment just in case. I'm off the hook though, so no training for me!

I don't understand why they don't back this up with evidence first. Accusing someone of sexual harassment is ****** up.
While I agree this is unfair to op and accusing someone of sexual harassment when it obviously didn't happen is ****** up, it can be hard to provide evidence for sexual harassment. It's normally one persons word against the others.
YDI seriously. unless your job was to break up sex, you never should have said anything to them. i.e. if yoj wdrs security for the venue, not your place to say anything, unless there is a potential for damage. if you are a caterer (or other vendor type) you DEFINATELY had no reason to say anything to them, and by doing so you WERE comitting sexual harrassment
If there was a possibility of indecent exposure OP definitely* had a right to stop the couple. Plus, it's absolutely inappropriate to be doing that in public.
Do you even know what sexual harassment is? It is to harass someone because of their gender (eg, unwelcome advances or language) in the workplace. It has nothing to do with actual sex. So unless OP asked to join in, and the two screwing around were also employees, it is almost certainly not sexual harassment.

@37 Just because the OP caught the couple doesn't mean that the OP said anything to them. Sweeping it under the rug could also mean the OP didn't tell anyone and acted like nothing happened. Then, the couple complained about sexual harassment in fear of OP saying anything about the sex, because the couple wanted to report the OP so no one would believe the OP about the sex actually happening.
And there are jobs that do have a social sensitivity training? Like running curriculum? And they get people enough who have to attend such? OMG!
The courses are sometimes put on by a third party rather than company. So the people taking the class get referred by a bunch of different businesses.
A bit extreme on their part...
