Looks like the training collar worked. They trained you to not grab their dog by the neck! Bet you're not going to do that again.

Your mileage clearly differs in that regard. In my experience dogs are easier to train than the vast majority of humans, simply because dogs are more intelligent.
It’s actually simple - Leave your neighbor’s dog alone. Don’t feed it or pet it or talk to it and it won’t come over. It’s not your dog.
