either you're overfilling your laundry or you just didn't use detergent but a deep wash is definitely enough to clean urine. unless you meant you only used the dryer??
If you used enough chemicals, the pee smell should have come out. It sounds like there's more than one source of pee. Are you and your pets also peeing on his clothes? You should stop that!
Detergent and an oxi bleach like oxiclean generally takes care of smells without damaging colors like a chlorine bleach will do. Don’t overstuff the washer. The washer needs a bit of space to get the clothes clean.
Mom to mom tip, rinse first with 1/4 cup of vinegar(I use it for every wash load because it cleans and prevents the build up of soap that will damage the machine)(1/4cup of vinegar &2tblsp of soap for all size loads) Also baking soda is great for removing smells Hope this helps!
how is he peeing on all his clothes? are you not using pullups?

Maybe use detergent, instead of putting the pee soaked rags in the dryer.
