Maybe he couldn't smell your little sister and that's how he almost ran her over. All joke aside, hope you put some sense into that idiot before he ran someone over for real this time.
Apparently, he has Smell-o-Vision and he's blind!
I mean, if you think about it, having no sense of smell is basically being blind... if you're a dog, that is.
Or if you're Terezi Pyrope. Holy shit, OP's username is even written with Terezi's vowel-swapped-with-numbers quirk. Is this FML an elaborate Homestuck allusion?
Dogs can't see with their eyes? This is news to me...
Unlike humans, dogs rely very heavily on their sense of smell. A dog with no sense of smell would probably get lost very easily and might not even be able to recognize members of his own family.
At least no one's hurt.
His reasoning smells BS, and I'm pretty sure he nose it.
Having no sense of smell *is* an issue. You can't smell any sort of gas (major safety issue), can't tell if food/drink is off until you eat/drink it, can't smell smoke, can't taste anything properly, makes you completely paranoid about personal hygiene and generally makes life duller and an effing site more difficult. So yes, it *is* a disability. It has absolutely zero impact on driving though...
lets see what story his lawyer makes up
Wait, have I been driving wrong all these years? Do you not use your nose to drive? I've only been smelling my way down the road. It's hell every time I drive by the dairy farm.
The thing that op isn't telling us is that her neighbor is a dog whose life has been severely impacted by his disability

I don't think he understands what a disability actually is
