Nobody is saying that this is a hate crime, they're telling the OP to go to HR, and he should. His coworker has no business to falsely accuse him of a wrongdoing just based solely on his skin color and without proof. You have every right to take a matter like this to HR, because even if you don't like a coworker just because of the color of their skin, that doesn't give you an excuse to be racist towards them on the job.
